No. In Japane 14-year olds cannot have a license. I forget exactly the age, but it's either 18 or 20 or 21...

Anyhow, most people do not drive in Japan (although the roads are still always overcrowded, perhaps because the roads are not large enough?), but use buses or trains -- above or below ground.

Also, lolita refers to a novel about a man who grew sexually excited by his daughter and consummated a sexual relationship with her.

As a result of this book, the term has come into use to describe a sexual interest in young (prepubescent) girls. The term in not specific to Japan, but the average person would probably simply use the term "pedophilia" to describe it. In an alternate context it can refer simply to young girls, and I believe this use is primarily Japanese.
