No. In Japane 14-year olds cannot have a license. I forget exactly the age, but it's either 18 or 20 or 21...
Anyhow, most people do not drive in Japan (although the roads are still always overcrowded, perhaps because the roads are not large enough?), but use buses or trains -- above or below ground.
Also, lolita refers to a novel about a man who grew sexually excited by his daughter and consummated a sexual relationship with her.

As a result of this book, the term has come into use to describe a sexual interest in young (prepubescent) girls. The term in not specific to Japan, but the average person would probably simply use the term "pedophilia" to describe it. In an alternate context it can refer simply to young girls, and I believe this use is primarily Japanese.

Given the fact that the letter "L" is present in "lolita," it's very unlikely for it to be a Japanese word. A native Japanese speaking that word would mangle it to something close to "rorita."

No, those are two different lolitas/roritas... And besides, young (Pubescent to young teenaged) girls are simply referred as simply "Loli" (or Roli/Rori, or whatever they call it), teenage girls are called Lolitas/Roritas... I honestly don't know why... maybe becuase they're "hot" in the male eye.
Oh, and Mister Big T was joking about there not being any virgin Lolitas, becuase, in typical lemon genres, they usually get "popped" (like that lemon where you had Ai get kidnapped)\

Yes the first thing to know is T is kidding a lot of times. The second is that some people like lolis in japan. And japan is weird. Plus it's an anime character type.
In terms of age, a lolita is generally anywhere from young childhood (I suppose the 4 estimate above is a safe point) until puberty.
