I don't really think it had anything to do with the budget since CG shots can get pricey. As for the cuts that were made none of it was something I'd think was unacceptable but of course not being Japanese I wouldn't have a clue.
The only explanation I could think of is maybe that it involved a joke that couldn't be easily translated into nihongo like a pun that any who spoke english would get without even thinking about it.
Or it could just be that most dubbers don't really give a fuck about staying true to form. I think we've all had experience with shows like that.
