A despotic government that is the only armed organization would first of all confiscate all materials that could be used to produce weapons effective against its troops. Even if these resources were privately owned the army would just walk right in and take them because the owner couldn't fight back yet, due to the motivation to produce weapons being so new that none have been produced yet with which to defend from the army.

Tell you what, as soon as the government starts a program of confiscating aluminum, iron, etc. from citizens and mine owners, we'll all start building weapons, before they get all of the weapons building materials. :roll:
I'm sure your cult leader will let you know when the confiscating has started, so then you can pass it on to those of us who are justified in our paranoia.
