That. I can understand the swearing if it's a case of either gross insubordination or callous disrespect of authority; Especially if the offender's cocky, unrepentant and uncooperative. But yeah, if mentioned latter has a bad reputation and isn't showing signs of change, it's a justifiable and fitting consequence.

I do not agree cursing at the person if he or she has broke a rule more than once, even if he or she forgot the rule or got carried away by the spur of the moment. I believe they don't deserve a serving of expletive as long as they don't show hostility against the admins, mods and fellow users.
Surely there's nothing to be lost nor sacrificed if we're to give a stern warning/reprimand without the unnecessary cursing; But rather with a sense of professionalism and a cool head?
