Despite evidance to the contrary, I'd have to say Renamon.

Considering she can pretty much phase wherever she pleases, which is alot faster than the flying y'all are talking about. Though I'm not sure if phasing/teleportation is allowed in consideration for speed.

Teleportation may not even class as speed...just laziness...
