For the record, I think you did the right thing pushing her.. If I hit a guy, I am actually offended if he won't fight back. Its great that some guys are gentlemen about it.. But honestly, If a girl hits you, please, feel free to hit her back (unless she is so small that she couldn't hurt you anyway.. in that case, just restrain her) More than likely, they are banking on you not hitting back..

I don't know your sister, but it definately sounds like she is getting away with too much, and she needs to be taken down a notch or twenty.
