Living in Boston, I experienced firsthand the trouble it caused. The T was down for several hours, and roads were blocked. The authorities took it pretty seriously.
Personaly, I think it's better to be safe than sorry. The first one that was called in was attached to a stanchion that holds up part of the I-93.
Of course, it was there for almost 2 weeks before anyone noticed, so I guess it didn't really matter. ^_^
It's a bit silly on all sides.
