Well, I actually found it sweet when the protagonist's elder brother completely obliverated that crazy drug-addict. It was fun because of how descriptive that visual scene was. But their existance REALLY was half-assed. I mean, sure, they basically are Persona-leechers. And from my understanding that's a side-effect of being a persona-supressor drug-addict, but how lame can it be if their own personaes cannot harness the power of the stuff they eat? That's half-assed. I mean, the whole further explanation of the drug's after-effects which were never explained with Shinjiro's backstory in P3 are somewhat covered here, but it's lame that when they got a serious opening to make Kirby-like enemies they just kept them tame.
