Okay, the answer goes like this. It may have more than one answer, though.
The minister takes one paper, and without looking at it, he swallows it. Then he turns around the other paper, which necessarily says 'Go away'. So the king has to admit that the one he took was the one that said 'Stay'.
I didn't get it either.

Could it be that the park is an amusement park and that the person is having a picnic in front of an amusement park mirror - thus, the two people?
