Actually, the Japanese are MORE repessive than we are in their normal social structures. The outcasts and perverts are tolerated to a higher degree, but that's because everyone's too busy pretending they don't exist and that everything is Good and Proper to be oppressive.
I think Europe would be a better move if you're looking for civil liberties. They allow less rascism/hate speech than we do, but more general freedom.
