Xuanwumon senses a high level of darkness in their hearts, and summons them to the Digital World by creating Digivices for all of them that look like crosses between the regular Season 1 Digivice and the D3. This opens the gate and takes them all directly into Xuanwumon's realm, where he explains what his intentions are. The kids, who aren't really evil, but just bitter with the world in general (all coming from things like abusive homes, poverty-stricken areas and the like), accept his explanation as well as their partners, and start to cause trouble, undoing things like rebuilding projects and Dark Tower destruction.
(The partners a BlackTailmon, Vamdemon after being cleansed of evil almost to the point where he's a good guy, BlackWarGreymon reborn as the Digimon BlackAgumon, and a ressurected Mummymon and Archnemon. All in their child-level forms, of course.)
The crests have powers outside of simply allowing their Digimon to digivolve (the crest of Hate, for one, can turn Chosen who aren't a part of Taichi's group against them), and to fight them to maintain the balance, Taichi's group (consistering of the original eight, Daisuke, Miyako, & Ken) has to find their crests powers as well, as well as supporting their Digimon against their enemies.
(The boy-girl ratio of the Reverse Chosen is opposite Tai's group, meaning that the gogglehead leader is a female.) And also, sometimes they get assignments from Xuanwumon himself.
They are there to maintain the balance by working against Tai's group, who is supported by the naive Qinglongmon. Their most heinous act was the murder of Iori & Armadimon.
