Yes, I have to agree with this. Though my lips are sealed on the contest for now, I will make some general comments for the time being.

PWP has it's place as porn writing. But to me, PWP is just that -- porn. A good lemon is more than just porn. A good lemon is, first and foremost, a story, and that is why I judge my contests as stories, and not as mere lemons. That's why a dull or plotless work will not win the monthly contest as long as I run the AOTM contests.

But, PWP has it's place if you are merely writing a sex scene with no regard for a plot. Perhaps you can later build a plot around it, or perhaps you are writing it for an author who is unskilled at sex scenes. The characters can be in or out of character, but it is much easier to get into the sex if they're in-character to the official material.
