This is actually pretty nifty and humorous. 23.000RPM is the speed setting on a reader. The higher the faster. 23.000 rpm. For a extended amount of time.......See what happens.

They did this on an old episode of Mythbusters, except the CD drive they used was 30,000 RPM.

You'd think the people who make the drives would make sure the CD could endure those forces.
Cool. I remember that episode of mythbusters, first thing I did was grab some blank CDs and throw them in the microwave, it was cool looking.
