does anyone here no the exact post levels when youre rating goes up
Probably either 500 or 1000 for three stars, if that's what you're asking.
I don't think we ever really figured it out. We just look around.
I remember before, we were given titles for these amounts:
0-50 (Where am I?)
50 (The Da... what?)
100 (Digi-domain fan)
200 (Pr0n Monger)
500 (Ultimate Digimon fan)
800 (Digi-domain Vet)
1500 (Rompin' stich bitch catcher)
I think I got the 500 mark wrong and I confused some words in the 800 mark. However, that's how the marks were set before we changed the forum. I'm most sure! Now I don't know how the site manages it.

just i have noticed people with lower postings but higher stars
so do you need a rating or to be on for so long or posts or all three
