That was probably in the 60s, 70s, or 80s so things were different then.
and naruto is japanese. The weirdest thing on there involving a human body is the sexy technique. That always weirded me out because he was good at it.

It really depends. Japan used to have a strong censores, and it became tradition in the end.
I'm not sure where a movie bra was censored, but not the cartoon it came from.
I do know that in order to come to America, they had to censor more then even Japan required. Which is why alot was simply cut out in old anime.
A good example of censorship being applied to a series for exporting would be
Tenchi Muyo, which had underclothing drawn on top of the characters.

I thought I noticed something strange about those bras and panties!! I've even seen some of the unscensored episodes of them and the drawings look exactly the same except they went in and drew panties and bras on the girls.
Yeah. Did you all not know that? Two of the characters were naked in one scene in a hot spring. But only for a while.
