A despotic government that is the only armed organization would first of all confiscate all materials that could be used to produce weapons effective against its troops. Even if these resources were privately owned the army would just walk right in and take them because the owner couldn't fight back yet, due to the motivation to produce weapons being so new that none have been produced yet with which to defend from the army.

And no, the human condition isn't funny, but pathetic. WE made the world this way. WE DO THIS TO OURSELVES, AND NOBODY STOPS TO DO ANYTHING BEYOND SAY "Wow life sucks, 1ol! Tell you what, as soon as the government starts a program of confiscating aluminum, iron, etc. from citizens and mine owners, we'll all start building weapons, before they get all of the weapons building materials. :roll:
