I remember hearing somewhere that there was or is a Guilty Gear X anime and I was wondering if that were true and if so has it been dubbed yet and who dubbed it?

What does, "Der Wille zur Mackt" mean? It's the name of the first Xenosaga chapter. I know that Episode 2's name means, "Beyond Good and Evil". Or at least that's what I've been told anyway...
