I sure as hell hope not. I have a rabit fear of giant robots.
This violates the Intergalactic Treaty.
Several possibilities come to my head, all of which unlikely, but the only things that I can think of.
1) A very very rich fan of Gundam has decided to take models to a whole new level and construct a life-size replica of a Gundam.
2) A prankster decided to make a computer-generated image that looks like a photo of a Gundam being created. Obviously extreme attention to detail was taken, even to the point of lighting effect, and this photo would have taken months to design.
3) The Japanese military (I believe I can see some kanji on the ground there) is constructing a real Gundam robot, which though expensive, can realistically be done. It points to a disturbing possibility that Japan may be looking to restart World War 2 and take over the world. With such an immense fighting machine at their disposal, they very well could have that capability, and it would be the only logical reason for a country to spend so much money. While it probably would not have all the same capabilities, like an energy-based sword, just giving it lots of firepower more than makes up for that.
Yeah, like I said, all of these require a stretch of the imagination, but the only possible explanations to it that I can think of.
actually I have seen this before. If I remember correctly it is a big toy. meant to attract people to some con of some type. basically a full scale gundam model.

Makes sense. And I imagine it doesn't take all that much money for a company to build such a modal. I mean, basically you just need to have the pieces made from plastic (which was pretty cheap last time I checked) and assemble them. The only thing that would cost them any mentionable amount of effort, I imagine, would be transport and storage.

Oh, and no offense to Organous, but that third theory is, uh, pretty much the greatest load of nonsense I've ever heard... ^^;;;;

I wonder is the Japanese ever bothered the figure out that HUGE FUCKING BOMBS are the best weapon.

Well, I had simply gone over the possibilities, not that any are definite. I'm willing to go with that toy theory, which coincides with theory #1. While it may not be much for a company, it's still a considerable amount of money to go through. You have to pay people wages, aside from that transportation and storage. Factor in the time for all that, and that's a lot of money to go through just for a nice-looking thing to use once.
True, but they might have used it several times... At least that's what I imagine. To make it worth while.

Oh yeah, and another thought just entered my head there. I think that photo could be a fake after all -- but a publicity one, using that actual model, in which case theories #1 and #2 would both apply. What I'm thinking here is that if they actually built the thing, they probably didn't do it at a place that looks that much like some secret military base from some film...
