The problem with this is that we reward leadership as a virtue. Plato said that the people who ran the ideal Republic would be tricked into serving in an inferior job out of a sense of duty. We have the reverse situation: leadership is rewarded with money, power and sex, so the people who have no business leading Step Forward for the rewards while the people who would make wiser decisions don't want to touch the hornets' nest that is Leadership with a 20-meter pole.
