What In All Of Heaven's Name Is A .CSS File?

This is has been bothering me for a little while, ever since the announcement first went up, actualy. What the devil is a .CSS file, how is it made and using what programme?

And lastly, has anyone bothered to make one for their author page? Does anybody here even know the first thing about web design?
