I'm not sure where Omnimon would fall. But it has to be higher than Mode change.

Champion
Ultimate
Mega
Imperialdramon fighter mode
Omnimon
Imperaildramon Paladin mode.

Imperialdramon Fighter Mode + Omnimon = Strongest digimon ever, no contest.

You forget FangLongmon, the fused up sacred god beast made of the four Digimon Gods: Azulongmon, Baihumon, Zhuquiaomon and Ebonwumon.

Hmm... I actually have an intersting thought, since they are made after the holy guardians of Tokyo, it seems that Qinglongmon, Baihumon, Zhuquemon and Xuanwumon are actually the same cities in Amaterasu Server in Digimon World 3 for PSX.
