i asked him about it earlier...him and his bro were making fun of the whole police speech thing...and they were trying to find something that sounded like 'lawyer'. hence 'loiterer'

kind of like me, sometimes i make fun of the law. but since all we get is new cops here, and they are still fresh from the academy then they stop you for driving without a seatbelt on. wich makes no sense here when the speed limit is about 15 or so.
