Is such hentai (I mean the children hentai not the digimon)ectualy legal?

It is fully legal. The Supreme Court ruled that computer generated images of children being lewd did not qualify is illegal child porn or as child exploitation unless such images were coupled to voice-acting by actual children.

I am not into that kind of stuff, but you can find some there. So far I know is drawing material legal. Though I could imagine, in some pieces of the world, well, Arabia, it is not allowed.

Only real-life pictures of children is illegal.
Stories and actual drawn/generated pictures is perfectly legal. There is supposedly a law to ban pictures (But not stories), but I've never once seen it enforced anywhere by anyone, so it could just be rumour I heard. :P
