not sure but I think it is pointing to the time Germany was ruled by a ceasar in the end of the 19th centory until the world war 1.

2nd Reich: Some unknown time - WW1 - Emperor
3d Reich: After the end of WW1 - 1945 - Hitler (more or less)
4th Reich: 1945 - 1989 - BRD/DDR
5th Reich: 1990 - today - BRD

I'd have to disagree, Hitler's empire didn't last long enough, I can't call a divided nation an empire, and the current German system hasn't exactly shown itself worthy of that title either, there have only been two (Plural form of reich goes here) IMO.
