Ok, I have a question that is VITALLY important. I'm going to do a lemon making fun of drug use, so, I need to know...are drugs illegal in Japan?

Drugs that are illegal in the United States are illegal in Japan, though generally jail time and fines are less.

And if a minor is found in possession, police are unlikely to make an arrest but would drop the kid off home and informing the kid's parents and school letting them punish the kid.
