Is there a councel that can emulate the Playstation 2?

I remember hearing that there was this councel out there (Gamecube or Xbox or something) that can successfully emulate the Playstation 2. I was wondering if there is any validacy to this?

I heard it was impossible to emulate the PS2. Don't remember the specific reason why, although I'm sure it was lame, and I have yet to see anything claiming to do so.
