simply:
Click Start
Click My Computer
Open the hard drive the game is installed on (usually C:\)
Open Program Files
Click Rockstar Games
Open GTA IV folder
Open the "PC" folder
Now, open the "Data" folder
Search for and find the "filelist.pak" file. DO NOT DELETE IT! REMOVE IT FROM THE FOLDER AND BACK IT UP TO ANOTHER FOLDER OR DESKTOP!
Congrats! You have succesfully made the game moddable! If the game crashes too much, just try installing a modding patch, though the game should not crash.
