Movies follow the cartoons/books/ect, they aren't really released during the series as alot of people (Like me) mightn't know they exist and this will risk the sales.
Actually DURING the series is one of the best times to put a movie out. Then you can use the series to promote the movie and if people see the movie it might bring them to the show.
The only reason it seems different for Digimon is that it was only released in Japan, there was no American promotion for the movie, so really unless you frequent Digimon websites (which all made mention of it fairly early on) you wouldn't have any idea. But that's not how we are used to getting exposed to things.
