The world's record for youngest combined age of parents is 16 from China where an eight-year-old girl gave birth to an eight-year-old boy's baby. That's at birth. I don't know if they were old eight, or if one or both of them were seven at the time of conception.
That pretty clearly states, yes an eight year old boy CAN have an erection. They can orgasm as well. It's just most times they shoot blanks.
