I'm not exactly sure of the ep (sorry) but it is explained during the segment that showed Satsuma and Yushima battling Digimon with Kudamon and Kamemon, that Suguru sent Kamemon and Kudamon to the human world with blueprints of the iC's. They took this to Yushima and Satsuma with instructions of partnering with them in order to send Digimon who enter the Human world back to the Digital World as Digi Tamas.

I believe that is how it roughly went.
