Why are they called "fortune cookies" when they are always different?

They didn't like their original names, hetero-cookies. It almost caused a riot 'cause of the sexual misinterpretation so they stuck a piece of paper in them with a Confucius-type saying and a few random numbers and got name changes from the government, so they're now called Fortune Cookies.
