No, in English we have Baby, not Fresh. Fresh is the Japanese term. At least that was always my understanding.

Actually the real term for rookie in japanese is child digimon, and it makes sense since the first stages are baby and baby II

Baby:

A Baby level Digimon hatches from a Digi-Egg. They have no powers, and seem incapable of speech, beyond their own name. The majority of the Babies are kept and cared for in Primary Village by Elecmon. Baby Digimon are more commonly known in the fandom as "Fresh" Digimon.
